1. Description of Intent


The U.S. Army Contracting Command, on behalf of Tobyhanna Army Depot (TYAD), intends to negotiate and award a firm-fixed-price contract on a sole-source basis to NSI-MI TECHNOLOGIES INC., 1125 Satellite BLVD NW STE 100, Suwanee, Georgia, 30024-4629


This acquisition is conducted under the authority of FAR 13.106-1(b)(1), Only One Responsible Source.


2. Requirement Overview


TYAD possesses and utilizes Near-Field Ranges (NFRs) to troubleshoot, test, and calibrate antenna systems in support of its Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) mission. To modernize existing capabilities and support emerging requirements, TYAD requires a vertical Cylindrical Near-Field (CNF) system.


The Contractor shall supply, deliver, install, and calibrate all necessary hardware and software items to enable these measurement operations. The required deliverables include:

3. Submission of Capabilities


This Notice of Intent is not a request for competitive proposals or quotes. A formal solicitation will not be issued. However, any firm that believes it can meet this requirement in its entirety may submit a capability statement.


Capability statements must demonstrate the firm's ability to provide the exact equipment (MEC-AZ-20 and ELE-ARC), integrate it with TYAD's existing near-field range infrastructure, and provide the perpetual CNF software licenses and precision calibration services required.
