The U.S. Department of Homeland Security and the Federal Emergency Management Agency intend to negotiate a sole source contract with OI Analytical/CMS Field Products for the procurement of Series 4000 MINICAMS and supporting air monitoring equipment. This acquisition, conducted under FAR 13.5 simplified acquisition procedures, is necessary to maintain air monitoring proficiency at the Center for Domestic Preparedness in Anniston, Alabama. OI Analytical/CMS Field Products is identified as the only responsible source and U.S. distributor capable of providing systems compatible with the existing configuration, protocols, and standard operating procedures currently implemented at the facility. Classified under NAICS code 334519, the procurement is estimated at 179,522.00 dollars for specific items, with a broader replacement strategy estimated at 1.75 million dollars. The government determined that introducing competing products would be impractical and fiscally imprudent due to the specialized nature of the existing infrastructure. While the intent is to sole source, the agency provided a window for interested parties to submit technical capability statements to determine if other sources could provide the same product.

The U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) intends to negotiate on a Sole Source basis (IAW FAR 13.5), with OI Analytical/CMS Field Products located at 2148 Pelham Parkway, Bldg 400, Pelham, AL, 35124, as the only responsible source that is capable of providing air monitoring Series 4000 MINICAMS along with supporting equipment. OI Analytical/CMS Field Products is the only acceptable manufacturer of air monitoring systems compatible with the existing system used at the Center for Domestic Preparedness (CDP), Anniston, AL. The MINICAMS and supporting equipment are required to sustain a superior level of air monitoring proficiency at a facility located at the CDP. OI Analytical/CMS Field Products is the sole U.S. distributor of this equipment. An introduction of competing manufacturers' products is impractical and fiscally imprudent because of the Government's air monitoring configuration, protocols and standard operating procedures, all of which have been developed and implemented around the MINICAMS. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334519 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Laura Harshbarger at contact@example.gov. Statements are due by 3:30 PM Eastern Standard Time on August 19, 2016. No phone calls accepted.
