PlanetScope Imagery This is a notice of intent to issue a sole source contract to Planet Labs Federal, Inc. located at 1333 H Street NW, Suite 300W, Washington, DC 20005. The National Environmental Satellite, Data, and Information Service (NESDIS) Office of Satellite and Product Operations (OSPO), Satellite Analysis Branch (SAB) plays a vital role in providing crucial information and analysis for disaster mitigation and warning services. The branch serves as the operational focal point for near real-time imagery products and multidisciplinary environmental analyses within NESDIS. The objective of this effort to create a resource through which SAB is able to obtain unclassified, daily, shareable, near-real-time and retrospective multi-spectral satellite imagery for marine pollution response through remote sensing capabilities. The imagery shall be sub-4-meter resolution at near nadir and shall be used for the production of Marine Pollution Surveillance Reports (MPSR) providing first responder's information detailing the location and extent of oil or marine debris in US coastal waters. A sole source justification was prepared in accordance with FAR Subpart 13.501. The statutory permitting this sole source acquisition is 41 U.S.C. 1901, as authorized by FAR 13.500(a) and implemented by FAR 13.501(a). This notice is not a request for competitive quotes or proposals; however, any vendor that believes it can fully meet the Government's Requirements may submit written documentation affirmatively demonstrating its ability to meet the Government's Requirements to the Contracting Officer and Contract Specialist, listed below, within ten (10) calendar days of the notice's posted date. Vendor documentation submitted in response to this notice will be considered only to determine whether to proceed with the intended sole source acquisition. A determination by the Government not to conduct a competitive acquisition based on potential submissions to this notice is solely within the discretion of the Government. Any documentation submitted in response to this notice is strictly voluntary. Therefore, the Government: 1) will not pay for any documentation submitted in response to this notice; and 2) will not award a contract solely based on documentation submitted in response to this notice.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
