Full Description
Title: Psomagen, Inc. GEM-X Cell testing (ongoing studies)
This is a Notice of Intent to Sole Source (NOI), not a request for proposal. The National Cancer Institute intends to negotiate on an other-than-full-and-open competition basis with Psomagen, Inc., 1330 Piccard Dr., Suite 103, Rockville, MD 20850-4372 for quality control of submitted single cell samples, generation of sequencing libraries with 10X Chromium GEM-X Single Cell 5p RNA, and expression analysis data of (frozen) clinical xenograft biosamples. The testing is being obtained from Psomagen, Inc. to remain consistent with prior data of ongoing research studies. A critical factor in filling the requirement is the limited viability (no more than 2 hours transport time) of the irreplaceable study biosamples.
While this pre-solicitation does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that Psomagen, Inc. is the owner and developer of the required proprietary testing services currently used by NCI in its ongoing research studies. However, vendors who believe that they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact prior to the closing date and time of this notice. Interested parties should clearly address the challenge of integrating with existing Psomagen quality control, sequencing libraries and expression analysis data. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement by referencing “PCA-NCI-09798.”
The statutory authority for this sole source requirement is 41 U.S.C. 3204(b)(2) as implemented by FAR Overhaul 12.102(a) only one source is available. THIS IS NOT A REQUEST FOR PROPOSAL.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government.
