THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO MOTOROLA SOLUTIONS TO PROVIDE A MOTOROLA SYSTEM UPGRADE AGREEMENT(SUA II) FOR THE EXISTING RESCUE 21 ALASKA MCC 7500 DISPATCH CONSOLE SYSTEM. The United States Coast Guard announces its intent to enter into a contract on a sole-source basis with Motorola Solutions, Inc. under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be a two year base period with eight (8) twelve (12) month option periods. The anticipated award to Motorola Solutions, Inc. is to procure a Motorola System Upgrade Agreement (SUA II) which constitutes an estimated 10-year subscription service to provide complete system version upgrades and other hardware/software tech refresh to the existing Rescue 21 Alaska MCC 7500 Dispatch Console System. The SUA is a complete package of hardware, software, and implementation services required to update the Coast Guard's existing MCC 7500/ASTRO25 system to future system releases. Motorola MCC7500 system release software is proprietary in nature and Motorola maintains a lab at their Schaumburg, IL facility to test and vet both hardware and software upgrades to ensure complete system functionality once updates are delivered. The Coast Guard's MCC 7500 system requires utilization of fully vetted components and software updates to ensure 100 percent interoperability and functionality of the system. Future system upgrades are necessary to support essential search and rescue radio communications throughout the state of Alaska. The United States Coast Guard is aware of no organization, other than Motorola Solutions, Inc. that can provide the proprietary service (hardware and software) upgrades for the Rescue 21 Alaska Motorola MCC 7500/Astro 25 Dispatch Console System described above. However, any organization (other than Motorola) who believes that it is capable of providing an equivalent service for this specific console system shall e-mail a capability statement to Kristina.A.Morris@uscg.mil and Mari.K.Meiners@uscg.mil no later than 4:00 PM EST November 4, 2014. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. For specific questions, please contact Kristina.A.Morris@uscg.mil or Mari.K.Meiners@uscg.mil.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
