Notice of Intent to Sole Source

The National Geospatial-Intelligence Agency is utilizing a sole-source procurement strategy to establish seven bridge contracts under the MOJAVE IDIQ framework to ensure the continuity of mission-essential administrative, management, and consulting support services. These contracts, identified by solicitation numbers HM047626C0042 through HM047626C0048, serve as a temporary measure to prevent operational disruptions during the transition to the follow-on VERTEX contracts. The total estimated value for these actions is 34,090,899.83 dollars, with performance primarily based in Springfield, Virginia. The bridge contracts are awarded to incumbent contractors, including Booz Allen Hamilton, CACI, SAIC, and ManTech, based on their unique qualifications, existing TS/SCI security clearances, and immediate availability. This non-competitive approach is justified under FAR 6.103-1(b) and 10 U.S.C. 3204(a)(1), as the government determined that introducing new vendors would cause unacceptable mission degradation due to the 6-to-12-month onboarding period required for clearances.
