Notice of Intent to Sole Source SITE

In accordance with Federal Acquisition Regulations (FAR) 13.501(a)(1) and 41 U.S.C. 1901, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) on behalf of the Office of Intelligence & Analysis (I&A) hereby issues this notice of intent to award a sole source procurement. DHS OPO intends to award a contract to., IG, LLC, doing Business as SITE Intelligence Group 4938 Hampden Lane, Suite 156, Bethesda, MD 20814 for Subscription Licenses. This Notice of Intent to Sole Source is issued for the purpose of notifying industry of the Department of Homeland Security's (DHS) intent to award a sole source contract under the authority of Federal Acquisition Regulation (FAR) 13.501(a) Sole source (including brand name) acquisitions. No other supplies or services will satisfy agency requirements due to the functions that SITE offers. SITE Intelligence Group subscription services fulfil a unique intelligence niche by relying primarily on human expertise and focusing exclusively on identifying and collecting verified terrorist and extremist online open source content. SITE's ability to monitor this sector is significantly deeper and wider in scope than any other service provider. This includes numerous forums, chats, platforms, and online venues that are not covered in the commercial marketplace. The subscription includes: Open source vendor information that monitors and reports on issues of intelligence information interest on the Internet in the domestic and international terrorism space. Monitoring of hard-to-reach online content circulated by ISIS and AQ supporters in Southeast Asia, in regional languages including Bahasa Indonesian, Ilocano, Maguindanaoan, Malay, Maranaw, Malay, Patani, Tagalog, and Tausag; Reporting on jihadist and terrorist use of social media platforms, apps, messaging forums, mobile devices, and the Dark Web. The acquisition procedure will be in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The anticipated period of performance for this effort will be for one 12-month base period and four 12-month option periods. This is a notice of the intent to award a sole source purchase order. It is published for informational purposes only and not a request for competitive quotations. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated. However, any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis. This is NOT a request for quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
