The Commander Fleet Readiness Center (COMFRC) hereby gives notice for their intent to award a Firm Fixed Price Purchase Order to SPECTRO SCIENTIFIC, INC (Spectro), on a sole source basis. In accordance with the Revolutionary Federal Acquisition Regulation (RFO) Subpart 13.101(b), Contracting officers may solicit from a single source based on a determination and findings (see subpart 1.5) that only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Spectro is the OEM of this equipment and able to provide their expertise for this requirement.

Fleet Readiness Center Aviation Support Equipment (FRCASE) requires inspection, repair, and calibration of the End Item, Spectrometer-Oil that meet criteria specified in the Statement of Work (SOW) (See attached SOW).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received by the closing date of this publication of this notice, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement without impacting the requirement. A determination by the Government not to compete this requirement, based upon responses received as a result of this notice, is solely within the discretion of the Government.
