A. Purpose of Amendment:

The purpose of this amendment is to officially transition this acquisition from a Service-Disabled Veteran-Owned Small Business (SDVOSB) Sole-Source notice to a 100% Competitive SDVOSB Set-Aside in accordance with RFO 19.14.

During the initial synopsis period, the Government received multiple capabilities statements and competitive quotations from responsible, SBA-certified SDVOSB concerns. Consequently, the "Rule of Two" has been satisfied, and a sole-source award is no longer appropriate.

B. Changes to the Solicitation:

Acquisition Type: The acquisition type is hereby changed from "Sole Source" to 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside.
Basis of Award: The Government will award a firm-fixed-price contract to the responsible SDVOSB offeror whose quote represents the Lowest Price, Technically Acceptable (LPTA). To be determined technically acceptable, the offeror must:
- Be an actively certified SDVOSB listed in the SBA Small Business Search database (search.certifications.sba.gov).
- Provide the exact Tektronix brand-name products specified in the line-item list (CLINs 0001 through 0007).
- Confirm ability to meet the required delivery date of 12 weeks ARO
