The Department of Homeland Security, through Homeland Security Investigations, intends to award a firm-fixed price contract to Pen-Link, Limited for telecommunications analysis software support for the HSI Technical Operations Center. This sole-source acquisition is based on the proprietary nature of the services and the specific capabilities of the source. The intended period of performance consists of a twelve-month base period followed by four twelve-month option periods. The system must be deployed within the ICE/HSI security boundary and support at least 500 concurrent users across domestic and foreign offices, with the capacity to process and analyze datasets of 10 TB or more, including CALEA formats, social media, and mobile forensics. Key technical requirements include the integration of a Generative AI assistant leveraging Azure AI for natural language queries and visualization, 3D mapping tools, and native integration with the Homeland Security Task Force national web-based deconfliction platform. The contractor must adhere to AGILE development methodology and strictly comply with ICE AI Contract Language to ensure no government data is used to train external AI models. The system must be fully auditable and traceable to prevent vendor lock-in. Interested parties were invited to submit a one-page capability response by October 26, 2026, to be evaluated by the government.
