This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. There is only one responsible source and no other supplies or services will satisfy agency requirements.
The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with Teledyne FLIR Commercial Systems Inc. (Teledyne), in accordance with 41 U.S.C. 1901 as implemented by FAR 12.102, for the procurement of Mid-Wave Infrared (MWIR) and Long-Wave Infrared (LWIR) scientific-grade cameras and required accessories. Market research has determined that Teledyne is the only manufacturer capable of meeting the Government's highly specific and critical technical requirements.
This notice is being posted to meet the requirements of FAR Subpart 5.2 and DFARS 206.302-1(c)(2). A solicitation will not be posted; however, any vendor that believes it can meet this requirement may give written notification to the Contract Specialist and Contracting Officer within 10 days of the publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to provide comparable items that meet all specifications. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
Specifications:
The Naval Research Laboratory (NRL) has a critical need for scientific-grade cameras and accessories that meet the following salient characteristics. The cameras are split into 3 categories: high-speed (>10k fps), high resolution (>1 megapixel), and “value” (100 fps with 640x480 resolution), with a MWIR and LWIR version of each. Accessories necessary for camera capability include a variety of lenses (25 mm – 200 mm focal length), calibrations, filters, hardware and software needed to utilize the cameras.
