The ERDC Contracting Office plans to issue a sole source solicitation to DAPCO Industries, Inc. under FAR 6.302-1, citing that DAPCO is the only responsible source able to meet the government's unique requirements. This procurement involves field training on a hi-rail ultrasonic railroad track testing truck, originally purchased from DAPCO, which installed proprietary ultrasonic equipment, hardware, and software onto the chassis. Because of this specialized equipment and DAPCO's exclusive qualifications, no other suppliers can satisfy the agency's needs. The acquisition will be conducted using Simplified Acquisition Procedures and will be treated as a commercial item under FAR Part 12. Although the government intends to sole source to DAPCO, interested parties may submit statements of capabilities and qualifications by a specified deadline to be considered for competitive procurement. However, no oral communications will be accepted, and submitting information does not guarantee a competitive solicitation will be issued. The government reserves the right to decide, based on submissions, whether to proceed with full and open competition or continue sole sourcing to DAPCO. Respondents must reference the solicitation number in written submissions sent to the specified point of contact.

ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to DAPCO Industries, Inc, 241 Ethan Allan Hwy, Ridgefield, CT 06877-6208. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. DAPCO Industries is the only known source qualified to conduct field training on our ultrasonic rail testing truck and is capable of meeting the Governments requirement. The hi-rail ultrasonic railroad track testing truck was purchased from DAPCO. DAPCO fitted the chassis with its own proprietary ultrasonic equipment, hardware, and software to produce an ultrasonic testing truck. Therefore, only DAPCO is qualified to conduct this field training. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on February 25, 2008. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to contact@example.gov with solicitation number referenced in the subject line.
