Notice of Intent to Sole Source In accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO FAR) 6.103-1(b), the Environmental Protection Agency, Great Lakes National Program Office (GLNPO) intends to award a sole source purchase order to Aquatic Sensors, Inc for the purchase of a limnological instrument (the LabSTAF) for use on board the EPA Research Vessel Lake Guardian. Based on market research conducted, Aquatic Sensors, Inc. is the only commercial manufacturer/supplier that sells a limnological instrument that can measure and assess primary productivity in Great Lakes waters. This notice of intent is not a request for quote. This is not a solicitation. Any interested party that believes it can meet the GLNPO requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by July 27, 2026. Responses must be submitted in writing to the Contract Specialist, Stephanie Richardson at richardson.stephanie@epa.gov no later than the time and date identified on the notice. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Any information received will be treated as market research information for future of same or similar requirements.
