The U.S. Environmental Protection Agency's Headquarters Procurement Operations Division plans to issue a fixed price sole source purchase order to FLIR Systems, Inc. for specialized infrared cameras, lenses, and associated training. The procurement includes 13 FLIR GF320 mid-wave infrared cameras, 13 corresponding lenses, and one FLIR GF306 long-wave infrared camera. These cameras are essential for EPA's investigative procedures focused on air toxics and volatile organic compound detection monitoring, and they must meet specific technical requirements. These include having optical gas imaging capabilities with cryogenically cooled detectors for mid-wave and long-wave infrared regions, portability by hand, self-contained video recording, both near-field and telephoto lenses for the mid-wave cameras, and the ability to display apparent temperature via user-selected pixels in the viewfinder. The acquisition follows FAR Part 12 and FAR Part 13.5 guidelines and is designated as a sole source due to FLIR Systems being the only capable vendor. Although no formal solicitation or request for quotes is issued, the EPA allows firms that believe they can fulfill the requirement to submit written responses within six days of the announcement for consideration. The government retains exclusive discretion to decide whether to compete the order based on any responses received. Communication must be in writing to the designated contracting officer, with no telephone inquiries accepted. This procurement is intended to purchase highly specialized commercial items tailored to the EPA's operational needs in environmental monitoring.
