The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), intends to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis to Keysight Technologies, Inc. pursuant to FAR Part 12 and FAR 13.106-1(b). The requirement is for Original Equipment Manufacturer (OEM) on-site calibration services for Government-owned Keysight Technologies test and measurement equipment identified in Attachment 1 ? Equipment List. Based on the approved Justification for Non-Competitive Procurement (JNCP), the Government has determined that only one responsible source can satisfy the agency?s requirements. A redacted copy of the JNCP is attached to this notice. This notice is not a request for competitive quotations or proposals. Interested parties may submit capability information demonstrating their ability to satisfy the Government?s requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
