The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), intends to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis to Keysight Technologies, Inc. pursuant to FAR Part 12 and FAR 13.106-1(b). The requirement is for Original Equipment Manufacturer (OEM) on-site calibration services for Government-owned Keysight Technologies test and measurement equipment identified in Attachment 1 ? Equipment List. Based on the approved Justification for Non-Competitive Procurement (JNCP), the Government has determined that only one responsible source can satisfy the agency?s requirements. A redacted copy of the JNCP is attached to this notice. This notice is not a request for competitive quotations or proposals. Interested parties may submit capability information demonstrating their ability to satisfy the Government?s requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. All responding vendors must be registered in the System for Award Management (SAM) at the time of response submission and maintain an active Unique Entity Identifier (UEI) and CAGE Code.
