The Federal Communications Commission (FCC) regulates intestate and international communications by radio, television, wire, satellite, and cable in all 50 states, the District of Columbia, and U.S. territories. The FCC is directed by Congress under Section 225 of the Telecommunications Act, Telecommunications Relay Services (TRS) for Hearing-Impaired and Speech-Impaired Individuals to provide the ability for an individual who is deaf, hard of hearing, deaf-blind, or who has speech disability to engage in communications by wire or radio with one or more individuals, in a manner that is functionally equivalent to the ability of a hearing individual who does not have a speech disability to communicate using voice communication services by wire or radio. The FCC, Office of the Managing Director (OMD) intends to award directly to MITRE Corporation, 7515 Colshire Drive, McLean, VA 22102, to continue its research and development in support of improving the health and wellbeing of users of FCC-regulated telecommunication relay services.
