The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed price contract exclusively to Professional Project Services, Inc. (PS2) under sole source authority due to the unique nature of the work and the proprietary rights held by PS2. The contract involves updating engineering design specifications and drawings originally developed by PS2 under a prior contract, as well as providing engineering, design, and inspection services related to the implementation and installation of an HVAC system based on those designs. Since PS2 holds the copyrights to the existing designs, no other contractor is authorized or capable of modifying them, and engaging a new vendor would result in significant duplication of effort and increased costs. This sole source award excludes the physical installation of the HVAC system, focusing solely on the engineering and design elements. The procurement falls under NAICS code 541330 for Engineering Services, with a size standard of $15 million. While this notice of intent is not a solicitation for proposals or quotes, other vendors with the capability to meet the requirements could submit a response by April 27, 2018. However, the government retains discretion on whether to compete the order based on responses received. Interested parties must be registered in the System for Award Management (SAM) prior to award, and all inquiries must be submitted in writing to the designated government point of contact.

NOTICE OF INTENT TO AWARD A SOLE SOURCE THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The U.S. Department of Energy?s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Professional Project Services, Inc. (PS2). The requirement is for updating engineering design specifications and drawings previously provided to the DOE?s Office of Scientific and Technical Information (OSTI) under contract DE-DT0010367, awarded to P2S on 9/30/2015. The contractor shall also provide engineering, design, and inspection activities supporting the implementation and installation of the HVAC system for which the engineering design specifications and drawings were developed under contract DE-DT0010367. The engineering design specifications and drawings developed under contract DE-DT0010367 are copyrighted by P2S. As such, no other vendor could make modifications to the existing design and drawings. Procuring the services of another vendor to redo/verify the engineering design specifications and drawings is time and cost prohibitive. Seeking these services via another contractor would result in duplication of costs that could not be recovered over the period of performance for this contract. This award is NOT for the installation of the HVAC system. Therefore, the sole source award to PS2, is in the best interest of the government. The North American Industry Classification System (NAICS) code for this requirement is 541330 Engineering Services. The size standard associated with NAICS 541330 is $15 million. This notice of intent is not a request for proposals or quotes. Any vendor who believes it can meet the requirement as stated herein may submit a response, which will be considered only if received by April 27, 2018 by 5:00 p.m. EST. Questions should be submitted no later than April 24, 2018 by 5:00 p.m EST. Responses to this posting must be in writing and submitted to Tammy Payne at contact@example.gov. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
