The contract involves the procurement of a GSS6450 Record & Playback System from Spirent Federal Systems, specifically the model SF6450-4, with a quantity of one unit. This system is designed to test various Global Positioning System (GPS) receivers, including legacy GPS receivers, Modernized GPS User Equipment (MGUE), and Positioning, Navigation, and Timing (PNT) user equipment, as well as to validate simulator signals. The system is required to have several specialized capabilities, such as recording four signals simultaneously, supporting parallel synchronous and asynchronous storage of external data, and recording with a 16-bit depth that can be configured to playback on 4/8-bit recorders. Additionally, it must be compatible with customized software and hardware developed specifically for the Naval Information Warfare Center (NIWC) Pacific and meet previously established performance and regression testing criteria. This contract is a sole-source procurement issued by NIWC Pacific under the Department of Defense. The Record & Playback System from Spirent Federal Systems is the only product known to meet the stringent technical and operational requirements necessary for the program. The procurement further emphasizes the critical nature of compatibility with the existing customized systems and the unique capabilities of the Spirent product in fulfilling these specialized mission needs. The contract specialist responsible for this procurement is James K. Blake, based in San Diego, California.
