The Executive Office of the President, Office of Management and Budget intends to award a hybrid Firm-Fixed Price/Labor Hour purchase order on a sole source basis in accordance with FAR 6.302-1 and FAR 13.106-1(b)(1)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The period of performance is a 12-month base period plus four (4) option years. The objective of this requirement is to procure Xeditor software licensing, source code, and support services. This is not a request for competitive quotes and no solicitation is available. However, all responsible sources may submit a capability statement, which the Government will consider. The response must be in writing with clear and convincing evidence to support the respondent�s ability to provide timely and effective services that would be advantageous to the Government. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotes. The Contracting Officer is Mashonda Walston. A solicitation will not be posted. Capability statements are due by September 13, 2021, at 11:00 am Eastern Time, via email ONLY at mwalston@oa.eop.gov and jjones@oa.eop.gov.
