This is not a request for quote or proposal. This Notice of Intent serves to inform the public of the Government's intent to award a Firm-Fixed Price Purchase Order to Treehouse Software, Inc. 2605 Nicholson RD STE 230, Sewickley, Pennsylvania, 15143-1554, under authority at FAR 13.106-1(b)(1)(i) Solicit from a Single Source. The Defense Counterintelligence Security Agency (DCSA), intends to award one (1) twelve (12) month Purchase Order to the sole proprietor, Treehouse Software, Inc. for the procurement of continued Treehouse Software and maintenance of existing Treehouse tRelational/DPS software to run on existing DCSA IBM servers, located at Boyers, PA and Macon, GA. Requiring Activity/Program Office: Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO) Background Investigation Enterprise System (BIES) 27130 Telegraph Road Quantico, VA 22134 Contracting Activity: DCSA - Acquisition and Contracting (AQ) 27130 Telegraph Road Quantico, VA 22134 The BIES environment was previously supported by Office of Personnel Management (OPM). Section 925 NDAA FY18, Public Law 115-91, and Executive Order (EO) 13869 required the transfer and transition of OPM background investigation resources to Defense Counterintelligence and Security Agency (DCSA). OPM previously procured this requirement this under contract 24322619P0023. DCSA executed an administrative contract transfer the OPM contract to DCSA (HS002120P0017). As a result of separating from the OPM computing environment, DCSA must now obtain its own Treehouse Software products to be utilized in the Background Investigation Enterprise System (BIES) environment. The requirement is to procure maintenance for Treehouse tRelational and DPS software installed on IBM 3907-Q06 server, MSUs capped at 379 and Treehouse tRelational and DPS software installed on IBM server 3907-A01, MSUs capped at 379 COOP Test of software products for DCSA Background Investigation Enterprise System (BIES). Treehouse Software, manufacturer, has sole proprietary rights (formerly owned by International Builders Incorporated) to the Treehouse Software, who is also the sole reseller to government. This software is the only one available that performs the required data mapping and ETL processing DCSA requires from ADABAS to a relational database. DCSA has utilized the proprietary, brand-name, commercial off-the-shelf Treehouse software for more than 10 years. The software is tightly integrated with the existing ETL process, with many custom code and unique configuration being built to support the process over the years. The proper working of the ETL automation process relies heavily on the availability of these software. Other software is capable of replicating PIPS data to DMRS. However, that software supports real-time database replication instead of a backend ETL, a critical aspect available with Treehouse. The real-time replication is harder to keep the two environments in sync and is very sensitive to network issues. The Treehouse software is stable, reliable, tested and capable of meeting all functions required by the BIES. Treehouse soley maintains their proprietary software to stay in steps with the Adabas database software. The Treehouse software works closely with the database software to extract its data. A change in the ETL software at this juncture will require a significant redesign of the process and lengthy testing. DCSA will have to start building the DCSA ETL process from scratch, which will cause a gap in continuation of necessary data mapping causing unnecessary cost and instability to a mission-critical process. Treehouse Software, manufacturer and maintainer, has sole proprietary rights (formerly owned by International Builders Incorporated) to the Treehouse Software, Inc., and is the sole reseller and only capable of maintaining their software. This software is the only one available that does the data mapping and ETL processing DCSA requires from ADABAS to a relational database. The primary North American Industry Classification System (NAICS) code is 511210- Software Publishers. This notice of intent is not a request for quote for competitive proposals, however interested parties may identify their interest and submit a capability statement for this requirement by 4:00 PM, EST on September 13, 2022 to ashley.e.twichell.civ@mail.mil. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please refer any questions to ashley.e.twichell.civ@mail.mil.
