The US Coast Guard Shore Infrastructure Logistics Center (SILC), Norfolk, VA intends to modify the existing contract, HSCG84-09-N-AA1318, for maintenance and repair services for Direct Digital Control System Services at US Coast Academy New London CT, to upgrade 15 existing Direct Digital Control (DDC) field panels from their existing configuration to Siemens Programmable Controllers, under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2). If issued, the modification would add upgrade of 15 panels to current period of performance through 30 September 2015. The modification for upgrade of existing panels will be negotiated with incumbent contractor, Siemens Industry, Inc., 2520 Lord Baltimore Drive, Baltimore MD 21244. All installed equipment and software that operate the DDC system at the Coast Guard Academy were manufactured and installed by the incumbent contractor, who has proprietary rights to software. A modification to existing contract would allow immediate access to propriety software and data and the providing of certified technicians to maintain the DDC system; and avoid the enormous cost of purchase and installation of a new system to support the Academy's extensive HVAC system. All responsible sources may submit a capability statement, and all interested sources will be considered by the US Coast Guard. If you have any questions regarding this notice, contact Ms. Brenda Bartlett via e-mail at Brenda.S.Bartlett@uscg.mil.
