The United States Department of Agriculture Agricultural Research Service intends to award a sole-source, firm-fixed-price contract to Empire Controls LLC for upgrading the control system at the Tree Fruit Research Lab in Wenatchee, Washington. The project involves replacing oxygen and carbon dioxide analyzers for 140 chambers across three cold rooms, including the installation of associated modules and software and on-site commissioning. This non-competitive acquisition is justified under FAR 13.106-1(b)(1) because the existing system was custom-designed and installed by Empire Controls LLC. Due to the use of proprietary software and firmware, the company is uniquely positioned as the only source capable of replacing the obsolete and non-functional detectors to ensure compatibility with the current system. This notice is for informational purposes and is not a request for competitive proposals.
