THIS IS A NOTICE OF INTENT.


This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action.


The North American Identification Classification System (NAICS) code is 516110 – Radio Broadcasting Stations. The SBA size standard is $47 million. The proposed contract action is for USAGM Broadcasting Operations and Maintenance in Djibouti.


The U.S Agency of Global Media (USAGM) intends to award a contract, on a sole source basis under the authority of FAR 6.302-1, with Radiodiffusion Television de Djibouti (RTD).

The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, which reads in part, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”


Radiodiffusion Television de Djibouti is the only known source able to provide the required services. This requirement is for contractor support to reinstate, operate and maintain the radio transmitting facilities intended for the transmission of U.S. Government funded radio programs in Djibouti. ( See attached statement of work for requirement details)


The Period of Performance will be a one year- Date of award plus 12 months.


THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.


A determination by the Government not to compete this procurement based on responses to this notice is solely at the discretion of the Government. 


Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. Responses to this notice shall be received no later than September 25, 2026 at 1:00PM EST. All responses must be in writing only via email to the point of contacts specified in this notice.


Telephone requests or inquires will not be accepted. Any cost associated with the preparation and submission of data or information in response to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.
