Notice of Intent to Sole Source

The 103rd Airlift Wing at Bradley Air National Guard Base intends to award a sole source Firm Fixed Price contract to Garden State Office Systems & Equipment, 115 Campus Drive, Edison, NJ 08837-39372. This requirement is to provide and install a Vertical Lift Module to add to 3 modules already set for installation. Efficiencies created by standardization of user training and process, amortization of costs of an already-scheduled on-site installation team as well as future maintenance servicing provide value to the Government that cannot be recovered through competition. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. The NAICS Code is 337215 Showcase, Partition, Shelving, and Locker Manufacturing. The intent of this notice is for informational purposes only. This is not a sources sought, nor a request for information, nor a request for competitive proposals. No solicitation document is available. Any interested party's responses must be in writing no later than 4pm 28 September 2016 showing clear and convincing evidence that they are ready to and capable of providing a solution in which competition provides larger cost savings than a logical follow-on sole source acquisition. A determination by the government not to compete this action based on responses received is solely within the discretion of the government. Authority: FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization).
