NOTICE OF INTENT TO SOLICIT ONLY ONE SOURCE - One LECO model AMH6 Automatic Hardness Tester System

The contract seeks the procurement of a single LECO AMH6 Automatic Microindentation Testing System configured for Vickers and Knoop hardness measurements, to be delivered to Aberdeen Proving Ground, Maryland, 21005. The system must include a minimum 108mm x 108mm motorized stage, a load range of 1–2,000gf, a built-in motorized objective/indenter turret, and four specified objective lenses: 50x, 10x, 5x, and 1.25x. It must feature advanced automatic image recognition measurement unique to LECO, a USB 3.0 digital camera with a dedicated port, built-in automatic focus, and a USB controller for coarse and fine focus adjustments and rapid switching between vectors and indents. The system shall include a PC tower with a touch screen monitor, lifetime digital software updates for the Cornerstone System, a dual-use reference stage micrometer with metric and English scales, a certified 500HV test block at 500gf, and a Vickers indenter. The system must be fully automatic and support sample trace functionality, multiple sample and pattern analysis, automatic pattern placement for edge recognition, and spreadsheet-based reporting. The acquisition is issued as a Request for Quote under FAR 12.201, classified as a commercial, firm fixed-price contract with no contract financing permitted, and is restricted to a single source—Leco Corporation—under FAR 12.102. Delivery is required within 18 weeks after contract award, with FOB Destination terms, and payment is NET 30, contingent on 100% final government inspection and acceptance at the specified delivery location.
