Arnold Engineering Development Complex (AEDC), Arnold AFB TN intends to award a contract to Artium Technology Incorporated, 450 W. Iowa Avenue, Unit 202, Sunnyvale, CA 94086. This requirement is for a soot measuring device utilizing laser induced incandescence technology, capable of particulate matter measurement of gas turbine engine emissions in the size range 5 to 200 nanometers. The device must be recognized by the SAE E-31 Aircraft Exhaust Emissions Measurement Committee and meet the precision, accuracy, and dynamic range needs of AEDC for environmental reporting and engine analysis. The measurement device will consist of the following: LII 300 Next Generation Instrument for Soot Measurement includes: 1 Built-in sampling cell, temperature and pressure monitoring, 1 built-in computer, 1 touch screen display, 1 built-in pneumatics controller, 1 subsampling system, calibration in accordance with SAE E-31, and includes one year standard warranty on parts and labor. HS-10 High Sensitivity Module HTD-3m Heated Hose 3.0 meter On-site training This synopsis is approved for a sole source contract action as authorized in FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting an accurate description of the equipment offered, make and model numbers of the equipment, pricing data, and warranties. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by 2:00 PM CST on 20 August 2013, a contract will be negotiated with the above named source.
