The Department of Defense Washington Headquarters Services, through its Contracting Center of Excellence, plans to award a sole source purchase order to West Publishing Corporation-Thomson/West in Saint Paul, Minnesota, for the publication of Court slip opinions and daily journals for the fiscal year 2009. This action is based on the authority of FAR 6.302-1(a)(ii)(B), which permits non-competitive procurement when only one source is capable of providing the required service. The notice clarifies that it is not a request for competitive quotes or proposals, but the Government is open to receiving capability statements by 10:00 A.M. on November 12, 2008, that could demonstrate that competition might benefit future procurements. Ultimately, the decision to proceed without competition remains solely at the Government’s discretion. The contractual effort falls under NAICS code 519190 and is managed by the Department of Defense's W6QK Adap Spt Office located in Fort Belvoir, Virginia. Interested parties are directed to contact Mr. Robert Meekie, the Contract Specialist, for further information, with communication details provided. This notice serves to inform potential suppliers of the Government’s intent to negotiate exclusively with West Publishing Corporation while maintaining transparency and openness to future competitive opportunities should compelling evidence favoring competition be presented.
