The New Mexico VA Health Care System intends to negotiate a firm fixed price Indefinite-Quantity Contract with Medtronic, Inc. for supplies essential to continuing an ongoing clinical research project involving deep brain stimulation (DBS) systems. Medtronic is the sole manufacturer of the FDA-approved quadripolar Kinetra Neuro-Stimulator system, used to provide bilateral, continuous electrical stimulation to the brain to manage symptoms of Parkinson’s Disease as part of Clinical Studies Program #468. The contract includes minimum quantities of neuro-stimulators, patient programmers, lead kits, and in-line extensions, with maximum quantities not to exceed 20% above these amounts. This research is conducted under an Investigational Device Exemption that requires exclusive use of Medtronic devices, prohibiting substitutions. The contract supplements an original agreement dating back to 2001, prompted by FDA approval for an additional year of patient follow-up in April 2004, thereby necessitating increased supplies beyond the initial contract quantities. The acquisition complies with federal regulations allowing sole-source procurement when only one responsible source exists, referencing specific FAR provisions related to research and development. The estimated contract value ranges from $250,000 to $500,000. The contracting officer and technical expert for the project are available for contact, with the procurement categorized under NAICS code 339113, focused on medical equipment manufacturing.
