NOTICE OF INVITATION FOR SUBMISSION OF PROPOSALS FOR ISO FIRE HYDRANT TESTING AND DATA COLLECTION

The City of Beverly Hills is soliciting proposals for a qualified firm to conduct annual routine fire flow testing and data collection for approximately 984 fire hydrants, representing 70% of the total hydrants within the city boundaries and the Beverly Hills-served distribution area of West Hollywood. The objective is to determine water supply availability for fire suppression in accordance with AWWA M-17, ISO, and State of California Department of Public Health standards. The selected contractor must utilize a three-person crew for flushing operations and provide a web-based or cloud-based database compatible with the City's GIS and INFOR Asset Management System. Key deliverables include weekly electronic submissions of the Fire Hydrant Master Record, maintenance and inspection reports, and flow test reports, with all work to be completed by March 31, 2028. Proposals must be submitted via PlanetBids by September 10, 2026, at 2:00 p.m. Evaluation will be based on professional qualifications, specialized recent experience, quality of previous work, and a record of timely project completion, with at least three references required. The contract requires adherence to California prevailing wage laws and specific insurance coverages, including 2 million dollars in general liability and 1 million dollars in comprehensive vehicle liability. Payment is based on a unit price and a total not-to-exceed amount, with the City paying approved itemized monthly billings within 30 days. The City Manager may extend the performance period for up to two additional years upon written approval.
