The Kansas City Commodity Office of the U.S. Department of Agriculture's Farm Service Agency is announcing a revised set of specifications for purchasing refined and packaged vegetable oil products intended for international food aid programs. This update is reflected in the new Commodity Requirements Document (CRD) titled VO15, which supersedes the previous VO14 version and will become effective on November 20, 2012. The revised CRD introduces important changes including a new premix composition that incorporates vitamins A and D, updated premix testing protocols, and revised packaging markings to indicate the additional micronutrient fortification. The updated requirements aim to ensure improved nutritional quality for vegetable oil commodities supplied under government international assistance solicitations. Interested parties are encouraged to review the VO15 document in full to understand the new commodity specifications that will govern future solicitations issued on or after the effective date. Each solicitation for vegetable oil will explicitly reference the applicable version of the CRD as per federal acquisition regulations. For questions or further information, the contracting officer and the branch chief of the procurement branch in the International Procurement Division are available as points of contact. The announcement was publicly posted on November 7, 2012, and aligns with the agency’s continued efforts to procure commodities that meet enhanced nutritional standards for U.S. Government international food assistance programs.
