The Michigan (MI) Air National Guard intends to award a sole source, firm fixed price contract to Unique Communications Solutions, 1665 West Horizon Ridge Parkway, Henderson, NV 89012. Requirement is for a CAIRS.net Automatic Switch Interface (ASI) to be installed at the Battle Creek, MI ANG Base. This software will allow the telephone switch to automatically update the cable plant, long distance usage, and equipment inventory databases in the telephone management system (TMS). Automates production of maintenance records, ensuring compliance with AFI 33-150 and TO 00-33A-1001 Paragraph 7.2.4; increasing record accuracy and reducing administration efforts. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR 13.106-1(b)(1). Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements.
