Notice of Sole Source Award

The Michigan Air National Guard plans to award a sole source, firm fixed price contract to Unique Communications Solutions for the installation of a CAIRS.net Automatic Switch Interface at the Battle Creek ANG Base in Michigan. This software upgrade will enable the telephone switch to automatically update several critical databases, including the cable plant, long distance usage, and equipment inventory within the telephone management system, thereby automating maintenance record production. This automation ensures compliance with pertinent Air Force instructions and technical orders, enhances record accuracy, and reduces administrative workload. Due to the lack of qualified sources, the award will proceed under Other than Full and Open Competition procedures as authorized by FAR 13.106-1(b)(1). Interested parties are not eligible to submit telephonic inquiries, and no competitive proposals are being solicited as the decision to forego competition rests with the Government. Any qualified source wishing to demonstrate the benefit of competition for potential future procurements must provide written evidence by 2:00 PM EST on October 24, 2016.
