The Department of Labor's Office of Assistant Secretary of Administration and Management plans to award a sole source contract to Executive Information Systems, LLC for maintenance and troubleshooting services related to Statistical Analysis Software (SAS) used by the Job Corps Data Center. This contract will be issued under a firm fixed price arrangement beginning around March 31, 2024, and leverages the federal authority to limit sources under the Federal Acquisition Regulation. Executive Information Systems is the exclusive distributor authorized to provide maintenance agreements for the SAS software, which is essential for the Department’s data analysis and reporting functions. The government is inviting interested parties to submit evidence demonstrating that a competitive procurement would be beneficial, provided it would not be cost or time prohibitive or cause delays. Responses must be submitted by February 16, 2024, and should reference the sole source notice for the SAS renewal. The Department maintains discretion over whether to proceed competitively and will not be responsible for any costs incurred in responding to this notice. All invoicing must be processed through the Wide Area WorkFlow system. The procurement includes specific requirements for U.S. citizenship and security clearances for personnel accessing the site, and adheres to the Service Contract Labor Standards for Guam.
