Full Description

This synopsis is hereby issued in accordance with FAR part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific) intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Signal Systems Corporation (CAGE: 059M5) of 1127 Benfield Blvd., Suite B, Millersville, Maryland. This requirement is for the following: ITEM 0001- Engineering Services NIWC Pacific is to procure engineering services for the development and testing of computer software to provide automated target recognition (ATR) based on the Coherent Multistatic Active Processor (CMAP). The desired end-state will be capable of running CMAP classified source code on an unattended, low-power processor, and would provide automatically generated contact reports via a low-bandwidth communications channel. QTY: 1 LOT The Government intends to negotiate solely with Signal Systems Corporation under the authority of FAR 13.106-1(b), due to only one source being reasonably available to meet the Government's needs. FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, apply. The applicable NAICS Code is 541330 and the business size standard is $16.5M. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may be considered by the agency.
