This contract establishes a sole source agreement with PolyOne Corporation for the supply of a specific polymer, fiber extrusion grade Zytel Nylon 6,6 (Type 42A-NC and FE03071), which is essential for manufacturing a specialized end product based on requirements from another government agency customer. Extensive market research conducted in 2018, including internet searches and communications with potential alternative suppliers such as BASF, Nexeo, and Teknor Apex, confirmed that no comparable materials met the stringent physical and performance standards required. Laboratory testing, including analytical and extrusion trials of alternative resins, demonstrated that other materials failed to match the unique qualities of the DuPont Zytel products, justifying the sole source arrangement. The contract was posted on January 15, 2019, under solicitation number W911QY19P0024 by the Department of Defense office located in Natick, Massachusetts, with performance occurring in Romeoville, Illinois. Key points of contact include contract specialist Joe Mahoney and Mr. Shawn P. Haubner, both reachable via email and phone. The contract falls under NAICS code 313310, reflecting its focus on textile product manufacturing, specifically polymer-related components critical to defense production requirements. This sole source contract ensures uninterrupted supply of the proprietary polymer essential for meeting government standards and delivering the final product.

Full Description

Sole Source to PolyOne Corporation The polymer (fiber extrusion grade Zytel Nylon 6,6, Type 42A-NC and FE03071) is a critical component used in manufacturing of a specific end product based on other government agency (OGA) customer requirements. Market research was conducted during 2018 via internet search and telephone conversations with potential alternative sources (e.g., BASF, Nexeo, Teknor Apex). Samples of alternative resins from other manufacturers have undergone analytical & extrusion testing; the test results conclude that the alternative resins are not comparable to the unique physical attributes of the DuPont Zytel resins listed above and thus do not meet the stringent customer production end product requirements (see paragraph 1 above on changes to customer requirements.
