The Food and Nutrition Service (FNS) proposes to award to The University of Rhode Island (URI) on a sole source basis to assist in the evaluation, review, updating, revision and promotion of the Food Safe Schools Action Guide Kit (Action Guide). As a part of the developmental process, the state of Rhode Island was funded to implement the draft Action Guide in order to test it out and provide feedback for the final version. The final version of the Action Guide was released in 2004 and due to funding issues the Action Guide had a limited distribution. Staff from URI, who were funded under the original grant and were involved in the development and implementation of the original Action Guide; are uniquely qualified to conduct a comprehensive evaluation, review, revision and implementation of the resource. URI was part of the development of the Action Guide so they know the content well. The resource is multi-component; it would take a new vendor a considerable amount of time to become familiar with the document and the interaction of the components. URI was funded to implement the Action Guide in schools, so they are practiced in using the components of the Action Guide, especially the needs assessment document. Given these first hand experiences they are uniquely qualified to assess the content and design for revisions. This procurement will be awarded using other than full and open competition procedures in accordance with FAR 6.302. This is not a request for competitive proposals; however, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to meet these requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting officer. If no written responses are received at least fifteen (15) days after the publication of this synopsis, the contract will be awarded without further notice.
