AI Contract Overview

Vendors submitting quotes for batteries within Federal Supply Classes 6135 or 6140 must ensure that the Hazardous Material Identification and Material Safety Data (FAR 52.2223-3) block on the DLA-DIBBS Quote Form is marked "Yes." The default setting is "No," but answering "No" constitutes a misquote and violates FAR regulations by omitting required Material Safety Data Sheets (MSDS) or Product Safety Data Sheets (PSDS). Once "Yes" is selected, vendors must then choose the relevant Hazardous Warning Labels Act from a dropdown menu; if no labels are required, "Not Applicable" can be selected. However, this does not exempt vendors from providing MSDS/PSDS documentation, which is mandatory for every battery quote. The solicitation, issued on October 6, 2009, under number SPM7L10R0000, aligns with NAICS code 335911 and emphasizes compliance to ensure the safety and regulatory adherence of hazardous material handling in battery contracts. Vendors with questions or needing assistance are directed to contact Edward Wingo, IST Chief, or the DIBBS mailbox. Proper labeling and documentation are critical to successful quote submission and contract compliance.

Full Description

On the DLA-DIBBS Quote Form, there is a block titled "Hazardous Material Identification and Material Safety Data (FAR 52.2223-3)". This block's default is set to "No". If you are submitting a quote for an item in the 6135 or 6140 Federal Supply Classes (FSCs), the answer to this question MUST be marked "Yes" on all quotes for Batteries (Answering "NO" in this block is misquoting the product by the Vendor, and will cause MSDS/PSDS sheets to be missed which is a violation of the FAR) .After answering "YES" to the Hazardous Material question, then select one of the applicable "Hazardous Warning Labels Acts" from the drop down box. If Hazardous Warning Labels are not required, select NOT APPLICABLE. (Note: NOT APPLICABLE in this box applies to the Hazardous Warning Labels and does not apply to the requirement for Material Safety Data Sheets, which are required on every buy for Batteries.)
