Notice of Intent – 341st Communications Squadron Radio Sites Migration


Notice of Intent to Sole-source: The 341st Contracting Squadron intends to award on a sole-source basis a contract to Motorola Solutions, Inc. to support Malmstrom Air Force Base’s (MAFB) Radio Sites Migration requirement.


Motorola Solutions is the only vendor capable of performing this work because the Malmstrom AFB RF sites depend entirely on the State of Montana's microwave backhaul, which is a proprietary, end-to-end Motorola communications ecosystem. The project's core requirement is to leverage the existing Motorola-specific MPLS hardware for the T1 to Ethernet migration. As the Original Equipment Manufacturer (OEM), only Motorola possesses the necessary proprietary software, specialized engineering knowledge, and integrated equipment to modify the system without compromising the network's security, integrity, and mission-critical reliability. Any other vendor would lack the ability to integrate with the proprietary system, creating unacceptable operational risks.


THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quotation which shall be considered. Any response to this notice must show clear and convincing evidence that the competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
