The Defense Manpower Data Center has requested the General Services Administration to procure software maintenance services for JasperSoft Software licensing. This contract includes a base period of seven months with an estimated cost of $30,000, and an optional extension of five months valued at $20,000. The maintenance covers updates and support essential for the existing JasperSoft Software licenses, which involve proprietary source code owned by JasperSoft. The software maintenance is critical due to its compatibility with current systems; acquiring alternative maintenance could necessitate replacing existing equipment, potentially disrupting mission-critical operations. The procurement is authorized under 10 U.S.C. 2304 (c)(1) as a sole-source acquisition, indicating that only JasperSoft can provide the required maintenance services. This justification aligns with FAR 6.302-1 (a)(1) noting that no other suppliers can meet the agency's needs. The contract is managed through the General Services Administration, Region 9 office in San Francisco, with performance expected in Monterey, California. The sole-source contract minimizes risk of delays and ensures continuity in supporting the Defense Manpower Data Center’s essential software infrastructure.
