The Defense Health Agency (DHA) has issued a Special Notice of Intent to consolidate contract requirements for clinical chemistry analyzers across twenty-four military treatment facilities within the Healthcare Contracting Division-West area. This consolidation will streamline procurement by grouping requirements into two to three single-award delivery orders under the VA Federal Supply Schedule Group 66-III contracts for high maintenance and complex analyzers. The delivery orders will be categorized based on the specific analyzer types needed by the MTFs: wet chemistry analyzers with automation, wet chemistry analyzers without automation, and dry chemistry analyzers. A single solicitation will cover wet chemistry analyzers, with the government reserving the option to award either one or two contracts depending on the vendors selected. This notice serves purely informational and planning purposes and is not a solicitation; no proposals or quotes are requested or accepted at this stage. The DHA emphasizes small business participation but notes that market research found no small businesses currently performing in this area within the specified region. The official solicitation is expected to be released around May 6, 2026, under solicitation number HT941026Q2031, and will be posted on GSA eBuy alongside the justification documents. Questions regarding this notice can be directed to the designated Contract Specialist or Contracting Officer. The consolidation is intended to increase efficiency and provide streamlined acquisition benefits across the multiple facilities served.

General Info

DHA plans to consolidate clinical chemistry analyzer contracts for 24 military facilities by May 2026.

NOTICE OF INTENT TO CONSOLIDATE CONTRACT REQUIREMENTS

1. INTRODUCTION

This is a Special Notice of Intent to Consolidate contract requirements. This notice is issued for informational and planning purposes only in accordance with the Revolutionary FAR Overhaul (RFO) FAR 7.107-3(b), "Notification to the public."

THIS IS NOT A SOLICITATION FOR OFFERS/PROPOSALS/QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. No proposals or quotes are being requested or accepted with this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

2. NOTIFICATION OF CONSOLIDATION

Pursuant to RFO FAR 7.107-3(b)(1), the Defense Health Agency (DHA) Contracting Activity (CA), hereby provides public notification that the Senior Procurement Executive (SPE) has formally determined that the consolidation of contract requirements for clinical chemistry analyzer requirements for twenty-four (24) military treatment facilities (MTFs) within the DHACA Healthcare Contracting Division - West (HCD-W) area of responsibility (AOR) into two (2) to three (3)* consolidated single-award delivery orders utilizing the Department of Veterans Affairs (VA) Federal Supply Schedule (FSS) Group 66, Part III (66-III) contracts under category 605-1A for high maintenance/complexity clinical chemistry analyzers is necessary and justified. The delivery orders will be consolidated based on MTF requirements as follows:

•             MTFs requiring wet chemistry analyzers with automation

•             MTFs requiring wet chemistry analyzers without automation

•             MTFs requiring dry chemistry analyzers

* Note: The wet chemistry analyzer requirements will be procured under a single solicitation. After evaluation of the quotes received, a best value determination will be made to determine if it is in the Government’s best interest to award a single delivery order for wet chemistry analyzers (with both automation and without automation) when the awardee is the same vendor or to award two (2) separate delivery orders for wet chemistry analyzers (one (1) with automation and one (1) without automation) when the awardees are two different vendors.

3. JUSTIFICATION & ANTICIPATED BENEFITS

See attached approved Determination & Findings (D&F) Consolidation of Requirements document for detailed justification and anticipated benefits of this consolidated acquisition approach.

4. SMALL BUSINESS INCLUSION

DHA is committed to maximizing small business participation.  The result of the extensive market research conducted is documented in the attached D&F document, which determines that there are no small businesses performing on any of the clinical chemistry analyzer contract actions covering the MTFs within the AOR.

5. UPCOMING SOLICITATION

The anticipated solicitation number is HT941026Q2031 and will be posted on GSA eBuy. The Government anticipates releasing the official solicitation for this consolidated requirement on or about 6 May 2026. The approved D&F document justifying this consolidation will be published concurrently with the solicitation as required by RFO FAR 7.107-3(b)(2).

FY26 Lab Consolidation for Coagulation CPRR EffortThis contract is a combined synopsis and solicitation issued as a Request for Quotation (RFQ) under FAR Part 12 for a Cost Per Reportable Result (CPRR) contract to supply coagulation analyzers and associated reagents, consumables, and services to multiple Military Treatment Facilities (MTFs) across the United States. The requirement is for a firm-fixed-price contract with a base year and four optional one-year periods, for a total potential duration of up to 66 months from award, with an anticipated start date of October 1, 2026 and a goal to complete all MTF transitions by October 1, 2027. The procurement is unrestricted, open to full and fair competition, and falls under NAICS code 334516 with a size standard of 1,000 employees. The Product and Service Code is 6550 for In-Vitro Diagnostic Substances. Quoters must provide analyzers that are new, FDA-approved, capable of bidirectional interfacing with military electronic health records and Laboratory Information Management Systems, and capable of handling surge capacity up to 50% above baseline workload across all MTFs collectively. Equipment must be delivered FOB Destination and must meet stringent specifications including random access, continuous testing while loading, and flagging capabilities for subsequent tests, with all technical and service support including installation, training, preventive maintenance, calibration, safety testing, and corrective actions fully included in the per-result pricing. The solicitation requires submission via Attachment 2 (Technical Submission Form) and Attachment 3 (Quote Sheet), with pricing structured as a CPRR model across contract line item numbers (CLINs) and subcontract line item numbers (SLINs) for each MTF, where each CLIN represents a month of service with a fixed quantity of 12 months per fiscal year. All costs—ancillary equipment, interface hardware and software, middleware, UPS units, training, travel, consumables, lot-to-lot support, quality control, and calibration—are to be included in the quoted unit price. Quoters must also submit a separate pricing list for reagents and controls. The evaluation process features two pass/fail gates: Technical Compliance and Information Assurance; failure in either results in immediate disqualification. Successful offerors must demonstrate compliance with DHA Cybersecurity/Risk Management Framework requirements, including coordination of Nessus and SCAP scans, configuration validation against DHA authorizations, and remediation of deviations prior
