Commercial Solutions Opening (CSO)

This announcement establishes the general competitive procedures the Government will utilize to award FAR-based contracts to deliver innovative commercial solutions pertaining to the General Scope and Areas of Interest defined below.

1. Background

The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), intends to issue a Commercial Solutions Opening (CSO) to award other transaction agreements under the authority of 10 U.S.C. 4022 to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of personnel of the Department of War or improving platforms, systems, components, or materials proposed to be acquired or developed by the Department of War, or to improvement of platforms, systems, components, or materials in use by the armed forces.  The Department is modernizing joint medical readiness capability under PARATUS, replacing six Service-specific legacy systems with a unified, governed data platform. PARATUS capability is organized into three delivery phases — Physical Health Assessment, Profiling + Individual Medical Readiness (IMR), and Waivers — competed across at least the three Areas of Interest (AOIs) as described below.

2. Problem Statement

The Department does not currently possess automated, AI-enabled, risk-prioritized capabilities to support completion of multiple procedures and processes. Many present-day processes are manual and document-driven, lack machine-assisted triage, automated notification, and real-time visualization, and are not optimized for mobile completion, creating particular access barriers for geographically dispersed Service members.

The Government is interested in commercial solutions that modernize completion of medical forms, procedures and processes through agentic artificial intelligence, machine learning-based risk scoring, automated notifications, and visualization dashboards, accessible via both web and native or responsive mobile platforms, suitable for operation within a Department of War (DOW) Impact Level 5 (IL5) environment, cross domain data into an IL6 environment and capable of integrating with Military Health System data sources.

The Government is also interested in identifying innovative commercial technologies and approaches that enhance operational medical planning, analysis, modeling, simulation, and decision support across the continuum of military operations. Solutions should improve planning efficiency, interoperability, data-driven decision making, and adaptability to support joint, combined, and coalition operations.

3. Program Overview

This CSO seeks innovative solutions that achieve one or more of the following goals, which align with the mission of PEO DHMS.

It is recommended to review all attachments that pertain to this CSO posting and to monitor SAM.gov for any future related notices / AOI postings.  Each AOI posting will include specific POC's, information, and attachments.  At a minimum, PARATUS capability will be competed across the following AOIs.

Every AOI will require the awarded capability to operate on a common architecture — IL5 hosting, IL6 CDS, Unity Catalog–aligned governance, and FHIR R4 / HL7 v2.5.1 / SNOMED CT / ICD-10 / LOINC data contracts — with AI/BI analytics and a self-service portal built directly into the capability, not acquired separately.

4. Evaluation Process and Methodology

This is not a Request for Information (RFI). Submissions responding to this CSO will be evaluated in accordance with the competitive procedures established within each AOI.

The Government will utilize an interactive, multi-phase evaluation process to seek, assess, and award contracts for innovative solutions. This CSO process is conducted under the authority of 10 U.S.C. § 3458 as implemented through DFARS Subpart 212.70 and will leverage the flexible, simplified procedures appropriate for acquiring commercial products and services. Communication is encouraged throughout the process.

There are no restrictions on who may submit a response. One, multiple, or no awards may result from this CSO.  Our process is a rapid, competitive funnel designed to accelerate a path to award. We anticipate many initial submissions but will only invite a select few offerors to subsequent phases.

Proprietary information may be submitted; however, respondents are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.  If a submission is marked, it will be protected from disclosure outside of Government personnel, unless permission is granted for Government support contractors to view the material.

The following companies and individual employees are bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information, and they will take all reasonable action necessary to preclude unauthorized use or disclosure of a respondent’s proprietary data.

Submission under this CSO will constitute a grant of authority by the submitting company to the Government to allow the use of non-Government advisors to participate in review of all phases of the CSO process for all AOIs.  If your company has any concerns with support contractors accessing proprietary information, please contact the POC’s listed in the AOI document prior to submission.
