The Department of the Air Force, through the Aflcmc Hnk C3IN office at Hanscom AFB, has issued a notification of intent for substantial bundling regarding the Base Infrastructure Modernization (BIM) acquisition under solicitation FA8726-EITAAS-BIM-SubstantialBundling. This strategic shift moves away from a fragmented model where multiple prime contracts per base created performance bottlenecks and slow integration processes. By utilizing a single non-government integrator, the BIM model aims to establish a holistic, adaptive network infrastructure that is measured by overall performance rather than individual component delivery, ensuring critical improvements in resilience, security, and mission-critical capabilities. The Senior Procurement Executive has determined that this bundling is justified under FAR 7.107-5(d) to ensure centralized accountability and the successful deployment of BIM across the Department of the Air Force. While the acquisition involves substantial bundling, the strategy includes provisions to maximize small business participation through various mechanisms such as teaming, joint ventures, mentor-protege arrangements, and subcontracting requirements. The procurement falls under NAICS code 517111 and is designed to replace the current infrastructure model which has consistently fallen short of mission requirements.

Full Description

In accordance with FAR 7.107-5(b)(2) and DFARS 205.205-70, this posting provides notification of the Department of the Air Force's intent to bundle requirements in the Base Infrastructure Modernization acquisition. Base Infrastructure Modernization is considered a substantially bundled contract action with expected benefits that are mission-critical for the agency's success regardless of the quantifiable value of such benefits, and the acquisition strategy provides for maximum practicable participation by Small Businesses. Substantial bundling ensures centralized accountability to meet performance thresholds, which is absolutely necessary for the success of deploying BIM across the DAF. Currently, network requirements in response to mission changes are fulfilled through slower acquisition and integration processes, where Contractors are forced to work through multiple prime contracts for each base and build solutions that incorporate independently constructed systems per each base network. This creates bottlenecks within network infrastructure's performance and continued relevance as technology and mission developments arise. In contrast, the BIM model makes it possible to receive a fully capable network infrastructure that is adaptive and measured by performance rather than delivery of a specific aspect of infrastructure. This holistic approach, wherein a single non-Government integrator is responsible and has the autonomy over all aspects of network infrastructure to continuously ensure network performance, is critical to the Government's capability to meet mission requirements. Without substantial bundling and/or consolidation, none of the improvements in resilience, security, and performance to base networks would be possible. The current, pre-BIM model of network infrastructure continues to fall short of mission requirements. The BIM acquisition's approach will deliver a resilient, secure, and high-performing network infrastructure where none currently exists. The attachment to this notification also includes the information required by FAR 7.107-4(b).

AFLCMC Cloud Productivity Suite Pilot CSO
Solicitation # FA8726-26CSO-CPSP
The AFLCMC Cloud Productivity Suite Pilot (CPSP) Commercial Solutions Opening (CSO) is a competitive solicitation seeking innovative, integrated productivity suites and cloud tenant solutions for the Department of the Air Force (DAF) IT enterprise. The primary objective is to execute a rapid pilot to identify and implement an Impact Level 5 (IL5) scalable alternative to the current DAF365/Office environment. The scope is divided into three key areas: the delivery of a secure collaborative and productivity platform, the implementation of IL5 accreditation and Zero Trust security architecture, and the development of enterprise integration and data portability tools to facilitate large-scale user migration from Microsoft Office 365. The solicitation follows a two-step submission process, beginning with a white paper and followed by a full technical and price proposal. Technical capability is the most critical evaluation factor, with a specific focus on feature parity and interoperability with existing Microsoft tools regarding email, chat, calendaring, and document fidelity. While there are no specific Technology Readiness Level requirements, solutions must be viable for rapid operational scaling and must achieve IL5 approval by the conclusion of the effort. Awards are intended to be FAR Part 12 commercial contracts, though they are subject to the availability of funds and the government's right to unilaterally terminate projects that do not produce beneficial results.
