NOVA UPS

The U.S. Navy’s Naval Surface Warfare Center Dahlgren Division is soliciting quotations for the procurement of 2000VA/1400W ruggedized uninterruptible power supply (UPS) units, model UPS1-2K-1G-SRNDTI-2E, exclusively manufactured by NOVA Power Solutions Inc. of Sterling, VA. This solicitation, issued as a combined synopsis and request for quotation under FAR Part 12, is classified as a sole source acquisition under FAR 6.103-1(b), justified by the necessity to maintain operational compatibility with existing fleet systems that rely on this specific hardware. The required units are currently deployed across naval assets, and replacing them with equipment from another manufacturer would disrupt critical applications and training systems, making NOVA’s product the only viable option. All costs—including shipping, freight to Damneck, VA 23461-2097, and any applicable tariffs or duties—must be included in the quoted price, with no additional charges permitted after award. The contract will be awarded on a firm-fixed-price basis using Simplified Acquisition Procedures and a Lowest Price Technically Acceptable evaluation criterion. Only authorized resellers or distributors of NOVA Power Solutions Inc. may submit quotes, and each quotation must include documentation from the original equipment manufacturer verifying their authorized status. Offerors must be currently registered in the System for Award Management (SAM) and must comply with all applicable representations and certifications. The Buy American Act applies unless the acquisition value exceeds the Trade Agreements Act threshold, in which case the Trade Agreements Act takes precedence, subject to applicable exceptions.
