Affordable Rural Cooperative (ARC) Energy Program
Solicitation # RUS-ARC-2026
The Rural Utilities Service (RUS), under the USDA, is soliciting Letters of Interest for the Affordable Rural Cooperative (ARC) Energy Program, providing approximately 175 million dollars in loan and grant funding authorized by the Inflation Reduction Act of 2022. The program aims to reduce emissions in rural electric systems by deploying advanced transmission infrastructure and increasing emission-free nuclear power supply. Funding is divided equally between Category I (Eligible Energy) and Category II (Transmission Energy Efficiency Improvements). For project and system loans, RUS will finance up to 75 percent of total capitalized costs, requiring awardees to provide a 25 percent equity match, which may include certain grants or tax credits. The application process is a two-stage competition starting with a Letter of Interest (LOI) due by November 20, 2026. Eligible entities must submit their LOI via Grants.gov, including a completed New Clean Power tool, geospatial shapefiles, and a portfolio of actions narrative not exceeding 1,500 words. High-ranking LOIs will receive an invitation to submit a full application within 90 days. Evaluation is based on the estimated increase in nuclear power supply, cost per MWh, and geographic diversity. All applicants must maintain active registration in the System for Award Management (SAM) and comply with Buy America requirements, environmental regulations, and federal non-discrimination laws. Award funds are generally disbursed as reimbursements, with no funds advanced after September 30, 2031.

Battelle Energy Alliance, LLC (BEA), P.O. Box 1625, Idaho Falls, ID 83415-3805 A potential licensing opportunity exists with BEA, the Management and Operating Contractor for the Department of Energy (DOE) at the Idaho National Laboratory (INL). BEA is seeking parties interested in entering into a license agreement for the purpose of commercializing the technology described below. Interested parties should submit a brief outline of their business plans to commercialize this intellectual property to Gary W. Smith at gary.smith@inl.gov NEW ABSORBENT Capture efficiency of fission products from nuclear fuel treatment off-gas streams is primarily based on available micropore size. Adsorbent preparation includes binding a powder form zeolite structure in an organic matrix with final physical characteristics more conducive for use in column design. Zeolite powder form micropore and surface area characteristics are not significantly reduced when bound with the organic matrix. Other binding methods can significantly decrease available micropores ultimately decreasing capacities for targeted species. The organic matrix binder does have a limited upper temperature range of about 125'C where the organic matrix starts to decompose. However, testing has been performed at cryogenic temperatures down to -80 C with no decomposition observed. The sorbent material final form can be engineered to various sized spherical particles to meet column design criteria. ATENT SUMMARY: United States Patent No. 8,686,083 - A composite media including at least one crystalline aluminosiliciate material in polyacrylonitrile. A method of forming a composite media is also disclosed. The method comprises dissolving polyacrylonitrile in an organic solvent to form a matrix solution. At least one crystalline aluminosilicate material is combined with the matrix solution to form a composite media solution. The organic solvent present in the composite media solution is diluted. The composite media solution is solidified. In addition, a method of processing a fluid stream is disclosed. The method comprises providing beads of a composite media comprising at least one polyacrylonitrile matrix. The beads of the composite media are contacted with a fluid stream comprising at least on constituent. The at least one constituent is substantially removed from the fluid stream. This is a novel synthesized material that is used to remove fission product gas components using physisorption principles. The material is novel in that the microporosity and surface area of the encapsulated powder form sorbent are not significantly compromised by the engineered form. BEA seeks to license this intellectual property to the best qualified candidate to ensure its successful commercialization. If multiple parties are interested in licensing this intellectual property, BEA may select an exclusive licensing arrangement with a single candidate or choose alternative licensing strategies (e.g., non-exclusive or exclusive field of use licenses) to increase the probability of successful commercialization. BEA may consider inquiries made prior to the release of this notice and inquiries made through other channels. Although interested parties are encouraged to respond before the date provided to ensure consideration, all inquiries may be considered prior to a formal selection unless this notice specifically states otherwise. This is not an opportunity to provide goods or services to BEA or DOE. This solicitation will close to responses sixty (60) days after publication. Parties interested in obtaining additional information should send their request to: Gary W. Smith Sr. Commercialization Manager Technology Deployment Battelle Energy Alliance, LLC P. O. Box 1625, MS3805 Idaho Falls, ID 83415-3805 gary.smith@inl.gov Concerns or complaints regarding BEA's technology transfer process, if not resolvable with BEA's Technology Deployment office, may be raised with BEA's Technology Transfer Ombudsman, Fred Pieper, who may be contacted at: 526-4513 Fredrick.Pieper@inl.gov
