Notice of Proposed Procurement (NPP) Bid solicitation # W6369-6000609611 is issued under the framework of DND Supply Arrangement (SA) W6369-210242/A. Suppliers interested in becoming a Supply Arrangement Holder should consult the following CanadaBuys Notice: https://canadabuys.canada.ca/en/tender-opportunities/tender-notice/pw-21-00952141 Description of the Requirement: The Department of National Defence (DND) and the Canadian Armed Forces (CAF) require the design of a Defence Supply Chain (DSC) Resiliency Framework. The intent of this framework is to be unclassified and subsequently employed to bridge the global threat environment analytical gaps in the DSC by providing synchronized and real-time horizon scanning and analysis of key strategic sustainment factors and emerging risks that may impact support to CAF operations as well as analysis on how these vulnerabilities can be mitigated. The Framework will facilitate the development of evidence-based analysis for senior leadership. It will enable informed decision-making at the joint and strategic levels by connecting to the larger Government of Canada (GoC) Resiliency ecosystem that supports National Power elements. Findings and recommendations from this work will inform future business case decisions within DND/CAF. The Work will strictly focus on the development of the Framework. DND may, at its sole discretion, modify the Framework and develop independently an implementation strategy. DND may initiate a separate contract to be competed for the development of an implementation strategy.
