Solicitation NRCan-5000075549/B is a Request for Supply Arrangement issued by Natural Resources Canada to qualify suppliers for Client Facilitation Services. The primary objective is to assist client organizations in planning and implementing major energy efficiency and greenhouse gas reduction initiatives through energy management, renewables, energy performance contracts, and measurement and verification to meet FSDS targets. The scope is divided into five functional streams: Energy Performance Contracting, Energy Management, Renewable Energy projects and Innovative Technologies, Design of building mechanical and electrical systems, and Policy Advice and Managerial Support Services. Eligible participants include Canadian suppliers and those from applicable trading partners, with the supply arrangement remaining valid indefinitely until no longer advantageous to the government. To be declared responsive, suppliers must meet all mandatory technical criteria, including the proposal of a lead agent who is a permanent staff member, and achieve minimum point ratings, such as the 51-point pass mark for Stream 4. Submissions must be delivered electronically in three distinct sections covering technical arrangements, certifications, and additional information.
