The Department of Foreign Affairs, Trade and Development (DFATD) requires a Contractor to provide monitoring services to provide project decision-makers and other stakeholders with consistent, reliable information and advice on the projects’ progress, help partners make corrective adjustments as needed and achieve better development results. An integral part of the services to be provided as a result of this contract is to provide a platform for communication and sharing of lessons learned and best practices to ultimately improve health programming in Tanzania. These services provided under the contract are also a means of managing the risks associated with the significant size and complexity of these projects and helping partners coordinate their efforts with complementary projects in the sector. The monitoring services required include performance measurement (collection of actual data on indicators); review of that information to assess if the project/program is on track and to identify problems, challenges, and/or gaps; and make recommendations for adjustment. Monitoring also includes the provision of “real-time” information about the use of resources, and the progress made in achieving outputs and outcomes. With the support of monitoring tools, the monitor will apply the following general monitoring concepts: 1. Continued follow-up of project activities 2. Operational structures 3. Efficacy and efficiency of implementing organisation 4. Collaboration, coordination and communication between implementing organizations and stakeholders, and funders 5. Data collection and analysis 6. Target setting 7. Use of indicators to monitor progress 8. Monitoring of risks 9. Dissemination of findings/reporting Two cross-cutting themes are integrated into all of Canada's international development programs and policies: increasing environmental sustainability and advancing gender equality. In line with DFATD's Environment Legislative and Policy Framework, the Contractor will explicitly and systematically integrate environmental considerations at all stages of the initiative, where relevant. DFATD Environment Specialists should also systematically be consulted. In all planning and reporting activities, the Contractor will consider the application of the above provisions.
