NRCS-Colorado Cultural Resource Inventory and Recordation Services

This contract mandates the provision of Cultural Resource Inventory and Recordation Services for the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) in Colorado, specifically covering Delta, Gunnison, Ouray, Saguache, and San Miguel Counties. The work involves conducting intensive pedestrian surveys using transects no more than 15 meters apart to identify and document cultural resources, including sites of human activity at least 50 years old and isolated finds, without collecting artifacts. The contractor must perform a literature review limited to resources within one-half mile of each Area of Potential Effect (APE), compile draft and final reports, complete site forms, capture project photographs, and generate GIS shapefiles meeting NRCS and State Historic Preservation Office (SHPO) standards. All fieldwork must be completed within 60 days of a task order’s effective date, with draft deliverables submitted to the Contracting Officer’s Representative (COR) within 30 days of fieldwork completion. The Principal Investigator must hold a current permit from Colorado’s Office of Archaeology and Historic Preservation and meet the Secretary of the Interior’s professional standards for archaeologists. The solicitation is a Total Small Business Set-Aside under NAICS code 541620, requiring all offerors to have an active SAM registration as a small business and to submit a completed Vendor Information Sheet, resumes of all key personnel, and a compliant quote sheet. The contract is awarded on a Lowest Price Technically Acceptable (LPTA) basis, with technical acceptability evaluated as pass/fail before price comparison. The contract is governed by a Firm Fixed Price structure with a period of performance from August 1, 2026, through January 31, 2027, and payments will follow the installment schedule outlined in FAR 52.232-30.
