Solicitation # 19AQMM-RFI-26-1008
The Security Technology Integration and Operations Support (STIOS) requirement is a market research effort by the U.S. Department of State, Bureau of Global Acquisitions, to identify qualified firms capable of supporting the Bureau of Diplomatic Security, Office of Security Technology. The scope involves the operation, maintenance, and enhancement of the Physical Security Information Management (PSIM) system and High-Definition Security Video System (HDSVS) enterprise. Key responsibilities include 24/7/365 operations center support, global security network operations, video analytics, 3-D facility modeling, IBM Maximo asset management, SharePoint development, and cybersecurity risk mitigation. The work follows a co-located operating model consisting of the Security Technology Operations Center (STOC) and the Integrated Operations Center (IOC). The anticipated period of performance is ten years, comprising a 12-month base period and nine 12-month option periods. Performance is primarily based in the Washington, DC National Capital Region, though domestic and overseas travel is required. Due to the sensitive nature of the work, a Top Secret facility clearance is mandatory. The government will evaluate performance using a Quality Assurance Surveillance Plan (QASP) with specific Acceptable Quality Levels (AQL), including a 99.9 percent availability standard for enterprise systems. This current effort is a Request for Information (RFI) under FAR Part 10 and 15.201(c)(7) to determine the availability of small businesses and other qualified vendors under NAICS code 541513.
