DLA Aviation has awarded a firm-fixed-price contract, solicitation SPE4A625R0277, to Don Industrial Group LLC for the procurement of 167,465 units of collar-pin-rivets, identified by NSN 5320-010561566 and part number HL1187-10. The items are manufactured by SPS Technologies, LLC. This acquisition was conducted as a limited competition under the authority of 10 U.S.C. 3204(a)(1) because the necessary technical data is proprietary and unavailable to permit full and open competition. The place of performance and delivery is located in Richmond, Virginia. The components are designated as high-reliability parts subject to stringent quality and manufacturing controls. Compliance is governed by several Acquisition Management Source Codes, including AMSC K, which requires production from Class 1 castings per MIL-STD-2175, and AMSC V, which denotes that failure risk is unacceptable. Additional controls include requirements for engineering source approval and the use of special test and inspection facilities to maintain system integrity. The contract includes provisions for potential quantity increases and term extensions, while maintaining strict sourcing restrictions due to the military-sensitive nature of the technology and limited data rights.
