AI Contract Overview
The U.S. Department of Defense, through DLA Land and Maritime’s Weapons Support office in Columbus, Ohio, is conducting market research under FAR Part 10 to identify qualified manufacturers capable of producing the helical extension spring identified by NSN 5360-01-236-0285, with part number 9350090, in accordance with engineering drawings 19200 9350090 Revision C and 19200 12579607 Revision C. This effort is not a solicitation but a sources-sought notice aimed at determining the availability and capability of vendors to meet future acquisition needs under an anticipated Indefinite Delivery Contract (IDC). The government plans to restrict competition to approved sources under 10 U.S.C. 2304(c)(1) due to the absence of complete and unrestricted technical data, and the item is designated as a commercial item under FAR Part 12. All technical specifications and drawings are accessible exclusively through the cFolders portal using Solicitation Number CM26036012, and response to this notice requires completion of a market survey form, which must be submitted via email to David Hartrum by May 12, 2026. Vendors must provide their CAGE code, entity status as small or large business, socioeconomic designations if applicable, and information on commercial sales history, including catalogs and drawings if the exact item is sold to non-governmental customers. A First Article Test requirement is specified to validate production capability, and contractors must confirm their ability to manufacture the item to the referenced standards. The intended acquisition structure is a three-year base IDC with two four-year option periods, requiring vendors to indicate estimated delivery timelines, annual production capacity, and guaranteed minimum contract value between 1% and 10% of forecasted demand. No pricing, quantities, or contract value estimates are available at this stage, and no formal contract clauses, evaluation factors, packaging requirements, or inspection protocols are detailed beyond the FAT mandate and drawing compliance. The government will not reimburse respondents for any costs incurred in providing information, and submissions are strictly voluntary for market research purposes.
